Just a little bit about me — I promise I'll get to you next!

Hi there Oshawa! If you don't already know me — where have you been? Seriously, I am both honoured and humbled to introduce myself as a candidate for Mayor of the City of Oshawa in the upcoming municipal election. Although I have over 28,000 business contacts on LinkedIn, I rarely post on social media and, as a result, you may find more information on this site than you'd care to see. Over the next bit of time until the election on October 26, 2026 (earlier if you vote online) we can get to know each other and perhaps establish a positive, productive four-year relationship going forward.

Meet Dave

Dave's ParentsDave Westlake, lifelong Oshawa resident and business leader

My first break in life was becoming the eldest child of Jack and Thelma Westlake — absolutely the most wonderful parents I could have asked for! The values that I learned from them in my early years have served me very well through my entire life.

My dad came back from the Second World War and went to work for GM in Oshawa. After marrying my mom and helping her bring three children into the world, my dad retired at the age of 55 (55 and out) and lived until 2016, age 97.

My mom served as a World War Two Inspector for the Canadian Bomb Girls in Ajax. Throughout her life she was a homemaker, chauffeur, teaching assistant, Church Elder and a loving, kind and supportive mother. Mom passed in 2021 at the age of 98, again, after a life very well lived!

Throughout the 50s, 60s and 70s, my brother Larry, my sister Joyce and I experienced firsthand the strong sense of community that made Oshawa and Whitby such special places to live.

Our schools, churches, parks and community centres created connections and helped shape values and pride in our communities and neighbourhoods.

Just one final word about me

I was fortunate to be born in Oshawa — a place that I have called home my entire life — so far! Other than my years at the University of Guelph and Peterborough Teachers' College, my address has always been Oshawa.

In 1971, while preparing for Law School, I unexpectedly found myself entering the financial field. Also, that summer I married my wife Lee (Lydia), and we began to build a family and future in Oshawa.

Subsequently, I founded Priority Planning Financial and spent 55 years building businesses, creating opportunities and advising clients on their investments. Along the way, we created several startups in the real estate field, gaming industry and the digital medical field. Priority Planning Financial was sold in 2024 and I planned to retire!

Family has always been the centre of our lives, and Lee and I are proud parents of a lovely daughter, two sons, a daughter-in-law and a beautiful young grandson!

In the last two months, from the feedback I've received, you told me that your concerns included:

  • Affordability and housing prices.
  • Downtown revitalization and safety.
  • Economic development and attracting opportunity.
  • Government transparency and accountability.
  • Traffic and infrastructure concerns.
  • Supporting local businesses.
  • Safe and clean neighbourhoods.
  • Homelessness.

Although many of these issues are interrelated and this list is not complete, in the coming months we will continue to solicit your thoughts and attempt to focus on priorities for the immediate future. The City of Oshawa is a corporation and should be run with the number-one priority of serving its shareholders — the citizens of Oshawa. Every decision going forward should improve the quality of life for each Oshawa family.

Just a few questions

  • Why is there not more female representation on council? Currently, there is only one female member of council in Oshawa!
  • Why are there so many closed-door meetings? How does this keep our shareholders, the Oshawa citizens, well-informed on issues?
  • I understand that there are 3 incumbent councillors running for mayor on a "change" platform. Shouldn't they be running on their record? If they have been on council for multiple terms, why haven't they already made meaningful changes? Why should citizens trust that the next four years will be different from the past 20 years?
  • What can council do to improve students' experiences at our local post-secondary education institutions — Durham College, Ontario Tech, Trent, and Queen's?

Annual Celebration & Reunion of Oshawa

A Future Legacy!

Beginning next year, it is my intention, as Mayor, to put all our resources into creating a brand new, exciting event for the citizens of Oshawa.

It will give Oshawa an opportunity to party, reminisce with other reunion participants, and recognize excellence in Oshawa citizens, businesses and amateur athletes. Oshawa has talent — and we'll show it off!

Celebrations will run a full afternoon and evening. Several Guinness World Records will be attempted. Going forward, other exciting details will be announced. One day a year, we will really put Oshawa on the map! All proceeds from these events will go to Oshawa charities.

Imagine there was an election for mayor this October 26th.

Imagine a candidate, Dave Westlake, ran for this office.

Imagine you spoke to Dave and listed your concerns and issues.

Imagine that he listened and together we prioritized your issues.

Imagine you took a leap of faith and elected Dave.

Imagine that, once elected, Dave aggressively dealt with your issues, solved some of them and drastically improved others.

Imagine that in the next election in 2030, there was a brand new list of issues — not the ones that have been hanging around for 20 years.

As previously discussed, Oshawa is a corporate entity, managed by its Board of Directors — City Council. As with any corporate Board, council must be accountable to its shareholders — the citizens of Oshawa. Council makes serious decisions regarding serious expenditures and revenue affecting the quality of life of all the citizens of Oshawa. The Chairman of the Board — the Mayor — leads council in making these serious decisions. Your Mayor should be experienced, composed, focused, mature and serious.

Over the past 55 years in the financial field and business sector, I have held both CEO and Board positions on significant companies, giving me the experience to effectively run the Corporation of Oshawa. I am a serious man!
